U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) has informed the trade community that the new requirement for a Lacey Declaration for additional items will come into force on October 1st, 2021.
A key inclusion to this requirement is the addition of wooden pallets. We want to highlight a portion of CSMS #48968987 that specifies the requirement for pallets:
“APHIS will only require a declaration for new products in Harmonized Tariff Code 4415 that are formally entering the United States. The declaration requirement will not apply to used, recycled, or reclaimed pallets or to pallets, empty or under load, that are used to carry goods imported into the United States.”
In addition to pallets, the following commodities/HTS codes will require the Lacey declaration as of October 1st, 2021.
