On July 12th, the US Department of commerce preliminarily determined that the People’s Republic of China has subsidized the manufacturing of stainless steel sheet and strip for import into the United States.  This preliminary determination resulted in the Department of Commerce calculating a preliminary CVD (countervailing duty) rate of 57.3%. CVD is levied in an attempt to level the playing field for US manufacturers.
