On Monday, U.S. Customs released CSMS message 19-000296 extending the window for goods that were exported to the United States, directly from China, prior to May 10th.  These goods would have been subject to the 25 percent duty if they entered after June 1st, but now the grace period for the 10 percent duty has been moved to June 15th.
This lowered duty rate is only for goods that were exported to the United States prior to May 10, 2019 and entered into the United States prior to June 15, 2019.
This lowered duty rate is not applicable on ‘in stock’ goods of China origin that are shipped from Canada. The 25 percent duty rate would apply to China origin goods entered into the United States for consumption on or after May 10th, 2019.
