Opening of the Application Period for the CUSMA Supply-Managed TRQs (Deadline extended until June 27)
Global Affairs Canada would like to inform you that, subsequent to Canada’s April 3, 2020 ratification of the Canada-United States-Mexico Agreement (CUSMA), the Minister of Small Business, Export Promotion and International Trade has opened the application period for 16 new supply-managed tariff rate quotas (TRQs) for dairy, chicken and eggs and egg products effective June 15, 2020:
CUSMA – Milk;
CUSMA – Cream;
CUSMA – Skim Milk Powder;
CUSMA – Butter and Cream Powder;
CUSMA – Industrial Cheeses;
CUSMA – Cheeses of All Types;
CUSMA – Milk Powders;
CUSMA – Concentrated Milk;
CUSMA – Yogurt and Buttermilk;
CUSMA – Powdered Buttermilk;
CUSMA – Whey Powder;
CUSMA – Products Consisting of Natural Milk Constituents;
CUSMA – Ice Cream and Ice Cream Mixes;
CUSMA – Other Dairy;
CUSMA – Chicken; and,
CUSMA – Eggs and Egg Products.
The Notices to Importers set out the interim allocation policies, eligibility criteria, and administrative provisions applicable to each TRQ. They also include links to the relevant application forms. As per our communication of May 1, 2020, the Comprehensive Review of the Allocation and Administration of TRQs for Dairy, Poultry and Egg Products is temporarily suspended. Final CUSMA related TRQ policies will be published following the conclusion of the Review.
For all dairy year TRQs, the first quota year will commence July 1, 2020 and the second quota year will commence August 1, 2020. Applications for both quota years will be processed and allocated at the same time.
The deadline for applications has been extended to June 27, 2020 and allocations will be issued on June 30, 2020.

Impact of COVID-19 on the TRQ application process
Given that access to certain Government of Canada facilities has been severely restricted, all applications for the dairy and calendar year TRQs are to be submitted electronically. The Department is unable to receive applications submitted via facsimile or by mail.
