On May 20, 2022, Canada imposed new sanctions under the Special Economic Measures (Russia) Regulations. The announcement includes a ban on the export of targeted luxury goods to Russia, as well as the import of targeted luxury goods from Russia. In terms of luxury products related to agriculture, agri-food and seafood, the list includes a ban on the export and import of alcoholic beverages, as well as a ban on the importation of fish and seafood products from Russia.
The amendment to the Special Economic Measures (Russia) Regulations specify that export and import prohibitions will take effect 60 days after the regulations comes into force (as of May 20). This should provide time for in-transit goods to reach their destination, and provide companies with some time to review their contracts and adjust supply chains. Past the 60 days, the regulation will be implemented by the Canadian Border Services Agency (CBSA) and any shipment destined to and from Russia will be covered, except for the exceptions included in the regulations. Please note that these exceptions are unlikely to apply to agri-food products under the list of banned goods.
