The purpose of this notice is to inform importers and exporters that the Special Economic Measures (Ukraine) Regulations (SOR/2014-60) under the Special Economic Measures Act were amended on February 24, 2022.

The following definitions were added to Section 1:
- DNR region of Ukraine means the so-called Donetsk People’s Republic and the territory it controls in the Donetsk oblast of eastern Ukraine)
- LNR region of Ukraine means the so-called Luhansk People’s Republic and the territory it controls in the Luhansk oblast of eastern Ukraine
The amendments include but are not limited to the following prohibited activities in relation to the DNR and LNR regions of Ukraine:
- import, purchase or acquire goods, wherever situated, from the DNR or LNR regions of Ukraine or any person in the DNR or LNR region of Ukraine
- export goods destined for the DNR or LNR region of Ukraine or sell, supply or transfer goods, wherever situated, to any person in the DNR or LNR region of Ukraine
These regulations continue to prohibit the following activities in relation to the Crimea region of Ukraine:
- import, purchase or acquire goods, wherever situated, from the Crimea region of Ukraine or any person in the Crimea region of Ukraine
- export goods destined for the Crimea region of Ukraine or sell, supply or transfer goods, wherever situated, to any person in the Crimea region of Ukraine
As of February 24, 2022, Global Affairs Canada has also stopped the issuance of new permits under the Export and Import Permits Act (EIPA) for the export and brokering of controlled strategic, dual-use, and military goods and technology to Russia. Exporters with valid permits for the export or brokering of items to Russia prior to this date have had their permits cancelled. Only permits and applications related to specific end-uses such as medical supply and humanitarian needs may be considered for exception, on a case-by-case basis.
