U.S. Customs has issued CSMS 18-000656 advising the trade community that, beginning January 1st, 2019, all commercial truck shipments containing Section 321 (low value release) merchandise will be required to file an advance electronic manifest.
Beginning November 26th, 2018 CBP will begin to ‘phase in’ the policy by referring carriers without manifests to secondary processing. Starting January 1st, carriers with no manifest for Section 321 shipments will be issued a $5,000 penalty for the first offense and $10,000 for subsequent offenses.
