The US Department of Homeland Security Investigations filed a Federal lawsuit against a New York apparel importer, wholesaler in an alleged duty evasion scheme.  The compliant alleges that the participants engaged in a ‘double invoice’ arrangement that allowed the companies to avoid paying proper import duties through the undervaluation of merchandise.
