Expression of Interest – Additional Tariff Rate Quota Volume for Refined Sugar exports to the United States under CUSMA

This message pertains to the additional Tariff Rate Quota (TRQ) volume for refined sugar exports to the United States under the Canada-United States – Mexico Agreement, referred to in Notice to exporters – Serial No. 1066 (“the Notice”).

Pursuant to the Notice, access to available quantities under the TRQ is contingent on the United States deciding to increase the amount of in-quota tariff rate imports of refined sugar in any given calendar year. While access to the available quantities under the TRQ is contingent on a decision by the United States, Global Affairs Canada is soliciting anticipatory applications from Canadian exporters interested in receiving an allocation under the TRQ should the United States decide to increase the amount of in-quota tariff rate imports of refined sugar. In order for  Global Affairs Canada to have the information necessary to be able to quickly calculate quota allocations for eligible exporters if and when a decision is taken by the United States, the department will start accepting applications for potential TRQ allocations in the 2023 quota year from February 1 to March 1, 2023.  For the 2024 quota year and beyond, the application period for potential TRQ allocations will run from January 1 to March 1.

All application forms accompanied by the independent accountant’s verification must be sent to Sugar-Sucre@international.gc.ca.

Applicants must resubmit an application in each year in order to be considered for the new period, regardless of whether or not the quota opened in the previous year.
