The United States will end the Section 232 tariffs on steel and aluminum from products manufactured in the European Union on January 1st, 2022 and replace it with a tariff rate quota (TRQ) period that will open on Monday, January 3rd at 8:30 AM (EST). Quota will be processed Monday through Friday 8:30 AM – 4:30 PM (local port time) excluding holidays.

Steel
Quota eligible steel should be shown on the entry documents with the statement, “EU TRQ Eligible under (eligible associated number/standard HTS). The associated numbers can be found here.
Example: EU TRQ Eligible under 9903.80.65/7208.10.6000
Steel imports from the European Union must be melted and poured in a member country of the European Union in order to be eligible for the TRQ.
All steel article imports from the EU in excess of the TRQ quantities shall remain subject to the 25 percent ad valorem duty rate imposed by HTSUS subheading 9903.80.01, provided they are not subject to an exclusion.
Aluminum
Quota eligible aluminum should be shown on the entry documents with the statement, “EU TRQ Eligible under (eligible associated number/standard HTS). The associated numbers can be found here.
Example: EU TRQ Eligible under 9903.85.27/7601.10.3000
All imports of aluminum articles from the EU must be accompanied by a certificate of analysis in order to be eligible for the TRQ.
All aluminum article imports from the EU in excess of the TRQ quantities shall remain subject to the 10 percent ad valorem duty rate imposed by HTSUS subheading 9903.85.01, provided they are not subject to an exclusion.
Derivatives
Effective January 1, 2022, imports of aluminum and steel derivatives from the EU, as referenced in Proclamation 9980, will no longer be subject to additional duties under HTSUS subheading 9903.80.03 or HTSUS subheading 9903.85.03 per the Steel Proclamation.
General Information
A tariff rate quota system will allow entry of those steel and aluminum products without the application of 232 duties up to a certain amount which can be found in the links above.
Please note that non-EU nations (melt and pour), importer specific exclusions, and Generally Approved Exclusions (GAE) are not impacted by this change.
