I’m writing today to provide an update on the activities undertaken by the Canada Border Services Agency (CBSA) to prepare clients for the full implementation of eManifest regulations.
As you are aware, the 6-month non-monetary penalty period for non-compliant carriers will end on January 10, 2016. Beginning January 11, 2016, non-compliant carriers may be issued monetary penalties. A voluntary compliance period remains in effect for freight forwarders.
The CBSA has worked to support clients in their transition to eManifest through online resources and dedicated client support activities. Recently, a regulatory reminder message was emailed to all CBSA-registered highway carriers and rail carriers. To further assist clients, the email message included guidelines for which penalties may be assessed in the event of non-compliance with eManifest. These guidelines are attached for your information.
Insofar as freight forwarders are concerned, the CBSA has contacted non-engaged businesses by email to encourage uptake by explaining eManifest requirements and transmission options and encouraging participation in eManifest Webinars.
The CBSA is continuing to widely disseminate information through our communication channels, including regularly-scheduled client implementation conference calls.
