Highway carriers are required to transmit cargo and conveyance data electronically to the CBSA prior to arrival. The cargo and conveyance data must be received and validated by the CBSA a minimum of one hour before the shipment arrives at the border.
CBSA advises that the 6-month non-monetary penalty period for non-compliant carriers will end on January 10th, 2016 and beginning on January 11th, 2016, non-compliant carriers may be issued monetary penalties
The following five AMPS penalties may be applied beginning on January 11, 2016.
C382 – Advance Commercial Information submitted was not true, accurate and/or complete (1st $500, 2nd $750, subsequent $1,500)
C378 – Failure to submit the Advance Commercial Information related to their cargo and/or conveyance (1st $2,000, 2nd $4,000, subsequent $8,000)
C379 – Failure to submit Advance Commercial Information in the prescribed time or prescribed manner (1st $250, 2nd $375, subsequent $750)
C380 – Failure to comply with a notification issued by the CBSA regarding the goods on board or expected to be on board the conveyance (1st $2,000, 2nd $4,000, subsequent $8,000)
C381 – Failure to submit a notification within prescribed timeframes of any correction to any Advance Commercial Information (1st $500, 2nd $750, subsequent $1,500)
CBSA wishes to remind carriers/brokers that the stamp on a lead sheet signifies Proof of Report of the conveyance and cargo not Proof of Release of the cargo.
When the carrier presents the eManifest lead sheet and PARS documents at the PIL, the Border Services Officer will stamp the lead sheet as Proof of Report and will also stamp the PARS document as Proof of Release.
