The Department of Homeland Security (DHS) will need a “clean†funding bill to avoid approximately 6,000 staff furloughs which would impact the resumption of business at West Coast ports. U.S. Customs and Border Protection (CBP) will continue to meet in an effort to address ongoing issues associated with the west coast congestion. A tentative agreement on a new labour contract would allow normal cargo operations to resume, but it can take months to clear the backlog.
