CN 20-21, Decommissioning of Legacy Release Service Options OGD PARS
Please note that the Canada Border Services Agency (CBSA) has announced that the release service options known as Electronic Data Interchange (EDI) Other Government Department (OGD) Pre-Arrival Review System (PARS) and the OGD Release on Minimum Documentation (RMD) will be decommissioned as of August 17, 2020.
As of August 17, 2020, release requests submitted using the Other Government Department (OGD) legacy service options will be rejected . At this time import declarations must be submitted via the Single Window (SWI) Integrated Import Declaration (IID) or paper submissions.
Other Government Departments or Participating Government Agencies include; Canadian Food Inspection Agency (CFIA), Canadian Nuclear Safety Commission (CNSC), Environment and Climate Change Canada (ECCC), Fisheries and Oceans Canada (FOC), Global Affairs Canada (GAC), Health Canada (HC), Natural Resources Canada (NRC), Public Health Agency of Canada (PHAC), and Transport Canada (TC). Additional PGAs will be added as necessary.
Additional data elements are required under SWI-IID to satisfy the requirements of 9 PGA’s (Participating Government Agencies) representing 38 Government Programs.
All information required by CBSA and PGAs will need to be provided in a single report. This report (customs declaration) is the Integrated Customs Declaration (IID) which has many more data fields than the current declaration. These additional fields capture information on the imported goods that the regulating PGA need to know.
To fully benefit from the SWI, importers must ensure that all required licenses and/or permits are provided with their shipment documentation and to keep apprised of the latest information updates via the CBSA’s SWI website.
To avoid any potential clearance delays/issues, we strongly recommend that importers provide us with all the required data elements and/or additional paperwork (licenses and/or permits) for their PGA-regulated goods.
Willson has been transmitting all entries via SWI IID when all of the required data elements are provided.
