U.S. Customs issued CSMS 18-000307 this week, officially stating that The Generalized System of Preferences (GSP) does not apply the Section 201 safeguard tariffs items. The GSP is a duty free entry program that allows for duty free entry of goods shipped directly from a number of nations. The Section 201 Safeguard tariffs, which apply to certain solar cells, solar panels, washing machines, and washing machine parts, levy an additional duty and quota measures. Therefore, duty relief cannot come through that program.
