CBP Finds Intermodal Containers Assembled in the US, of Foreign Panels, Not US Origin

In a recent CBP decision, US Customs determined that a particular make of containers did not meet the requirements to be considered of US origin. This decision was based on that, though there was substantial transformation during the assembly, the assembly process did not change the predetermined use of the panels. This is a ruling to consider before claiming the 9801 provision.
