The following is provided by Global Affairs Canada (GAC).
Please be advised that it was estimated that the barley products tariff rate quota (TRQ) would be filled on November 22, 2021. Consequently, this would have resulted in a November 22, 2021 (at 11:59 pm local time) cut-off date for accounting for imports of all barley products classified under a “within access commitment” tariff item number and all imports of barley products accounted for after the cut-off date and time would have been classified at the “over access commitment” tariff item number, even if they were imported, (or imported and released), before the quota has been filled.
The Canada Border Services Agency has since been advised by Global Affairs Canada that the quota will not be filled by November 22, 2021. Since the CBSA had already made all required system changes and there is currently a blackout period for further changes, it has been decided to allow clients to continue to be able to utilize the WAC tariff item number as long as you have obtained a shipment specific permit from Global Affairs Canada as noted on their website .

Please note that after the TRQ level is reached, some barley products that qualify under the U.S., Mexican, Chilean, Peruvian, Costa Rican, European or United Kingdom’s tariffs will continue to be assessed at the “within access” lower rate of duty.
