The Canada Border Services Agency (CBSA) has today concluded a normal value and export price review to update the normal values and export prices applicable to certain oil country tubular goods (OCTG) and certain seamless casing exported to Canada from China by exporter Shandong Molong Petroleum Machinery Co., Ltd. (Shandong Molong).
The normal value and export price review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) orders of material injury respecting:
- Certain oil country tubular goods originating in or exported from China issued on March 2, 2015, in Expiry Review No. RR-2014-003; and
- Certain seamless carbon or alloy steel oil and gas well casing originating in or exported from China issued on November 28, 2018, in Expiry Review No. RR-2017-006.
Expiry Review Determination -Â Hollow Structural Sections
On May 9, 2019, the Canada Border Services Agency determined that the expiry of the order is likely to result in the continuation or resumption of dumping of certain hollow structural sections originating in or exported from South Korea and Turkey.
Notice of Expiry Review -Â Hot-Rolled Carbon Steel Plate
On December 27, 2018, the Canadian International Trade Tribunal (CITT), initiated an expiry review of its order concerning the dumping of certain hot-rolled carbon steel plate originating in or exported from Bulgaria, the Czech Republic and Romania.
On December 28, 2018, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods.
The investigation has now been completed and the CBSA has determined that the expiry of the order is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Bulgaria, the Czech Republic and Romania.
The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the Canadian industry and has announced that it will issue its decision no later than October 31, 2019.
Notice of Initiation of Expedited Review: Liquid Dielectric Transformers
The Canada Border Services Agency (CBSA) has initiated an expedited review of certain liquid dielectric transformers (transformers) having a top power handling capacity equal to or exceeding 60,000 kilovolt amperes (60 megavolt amperes), exported from South Korea to Canada by IEN Hanchang Co., Ltd. (Hanchang).
This expedited review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury made on May 31, 2016, and continued without amendment by the Expiry Review order made on May 31, 2018, respecting the dumping of transformers from South Korea, in accordance with the Special Import Measures Act (SIMA).
Should the exporter decide to participate in this expedited review, it is required to provide a complete and accurate response to the CBSA’s dumping Request for Information (RFI) by November 5, 2018. The exporter will be considered co-operative if the requested information is complete, submitted on time and the exporter permits verification of the data.
If the exporter does not provide a complete response to the RFI by the deadline date, normal values for subject goods exported by Hanchang will be determined by advancing the export price of the goods by 101%, pursuant to a ministerial specification.
