Anti-Dumping Duties

The following have been updated on the Canada Border Services Agency website.

Stainless Steel Sinks -Notice of Conclusion of Re-investigation - 2016-07-07

The Canada Border Services Agency (CBSA) has today concluded a re-investigation of the normal values, export prices and the amounts of subsidy of certain stainless steel sinks originating in or exported from the People’s Republic of China, in accordance with the Special Import Measures Act (SIMA).

Where sufficient information is not available to determine a specific normal value, normal values for future shipments will be determined by ministerial specification, which is calculated by advancing the export price of the goods by 103.1%.

Amount of subsidy for co-operative exporters are effective July 7, 2016.  For all other exporters of subject goods from China, the amount of subsidy will be determined in accordance with a ministerial specification, and is equal to 264.94 Chinese Renminbi per unit.

 

Large Line Pipe – Preliminary Determinations, Statement of Reasons - 2016-07-07

The Canada Border Services Agency made preliminary determinations of dumping respecting certain welded large diameter line pipe originating in or exported from the People’s Republic of China and Japan and the subsidizing of certain welded large diameter line pipe originating in or exported from the People’s Republic of China.

On June 22, 2016, the CBSA made preliminary determinations of dumping and subsidizing respecting large line pipe originating in or exported from the named countries.  Provisional duty and amounts of subsidy are payable on subject goods released from the CBSA on and after June 22, 2016.

The CBSA will continue its investigations of the dumping and subsidizing and will make final decisions by September 20, 2016.  The CITT has begun its inquiry into the question of injury to the Canadian industry. The CITT is expected to issue its finding by October 20, 2016.

Where sufficient information is not available to determine a specific normal value, normal values for future shipments will be determined by ministerial specification, which is calculated by advancing the export price of the goods by 127% for exporters from China.

Where sufficient information is not available to determine amounts of subsidy, values for future shipments will be determined by advancing the export price of the goods by 30.3% for exporters from China.

Where sufficient information is not available to determine a specific normal value, normal values for future shipments will be determined by ministerial specification, which is calculated by advancing the export price of the goods by 96.7% for exporters from Japan.

 

Certain Concrete Reinforcing Bar – Notice of Conclusion of Re-investigation - 2016-06-29

The Canada Border Services Agency(CBSA) has concluded a re-investigation of the normal values and export prices respecting certain concrete reinforcing bar originating in or exported from the People’s Republic of China (China), the Republic of Korea and the Republic of Turkey and the amount of subsidy respecting certain concrete reinforcing bar originating in or exported from China.

Given that no other exporters or producers in neither the Republic of Turkey, nor any exporters or producers in the Republic of Korea or China provided a response to the CBSA’s dumping RFI, normal values for all other exporters will be based on the export price of the goods advanced by 41%

Given that neither the Government of China, nor any exporters or producers in China provided a complete response to the CBSA’s subsidy RFI, amounts of subsidy for all exporters from China is equal to 469 Chinese Renminbi per metric tonne.

The normal values and amount of subsidy will be effective for the subject goods released from the CBSA on or after June 29, 2016, and will remain effective until such a date that the CBSA concludes a subsequent re-investigation or the CITT rescinds its finding.
