Anti-Dumping Duties

Certain upholstered domestic seating

Based on information provided in the complaint, other available information, and the CBSA’s customs documentation, the CBSA is of the opinion that there is evidence that UDS originating in or exported from China and Vietnam have been dumped and subsidized. Further, there is evidence that discloses a reasonable indication that such dumping and subsidizing have caused and are threatening to cause injury to the Canadian domestic industry. As a result, dumping and subsidy investigations were initiated on December 21, 2020.

Wheat Gluten – Statement of Reasons—Preliminary determination

The Canada Border Services Agency made a preliminary determination on December 23, 2020 respecting the dumping of certain wheat gluten originating in or exported from Australia, Austria, Belgium, France, Germany and Lithuania.

Imports of wheat gluten from the named countries released by the CBSA on or after December 23, 2020, will be subject to provisional duties equal to the estimated margin of dumping, expressed as a percentage of the export price of the goods per exporter.

The CBSA will continue its investigation and will make final decisions by March 23, 2021.

Heavy Plate – Notice of final determination

On January 7, 2021, the Canada Border Services Agency (CBSA), pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), terminated the investigation of dumping of certain hot‑rolled carbon steel heavy plate and high‑strength low‑alloy steel heavy plate by Ereğli Demir ve Çelik Fabrikaları T.A.Ş. from Turkey. Pursuant to paragraph 41(1)(b) of SIMA, the CBSA also made a final determination of dumping of heavy plate from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and Germany.

The Canadian International Trade Tribunal (CITT) is continuing its inquiry into the question of injury to the domestic industry and will make an order or finding by February 5, 2021.

Certain Grinding Media – Statement of Reasons—Initiation of investigations

The Canada Border Services Agency initiated investigations on December 17, 2020, respecting the alleged injurious dumping and subsidizing of certain grinding media originating in or exported from India.

The allegedly dumped and subsidized goods are normally classified under the following tariff classification numbers: 7325.91.00.10 and 7325.91.00.90.

The listing of tariff classification numbers is for convenience of reference only. The tariff classification numbers include non‑subject goods. Also, subject goods may fall under tariff classification numbers that are not listed. Refer to the product definition for authoritative details regarding the subject goods.

The CBSA will make preliminary determinations of dumping and/or subsidizing within 90 days after the date of the initiation of the investigations, by March 17, 2021.
