Oil Country Tubular Goods 2 -Â Notice of Initiation of Expiry Review Investigation
The Canadian International Trade Tribunal (CITT) initiated an expiry review concerning the dumping of certain oil country tubular goods originating or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), India, Indonesia, the Philippines, South Korea, Thailand, Turkey, Ukraine and Vietnam.
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the subject goods. The CBSA will make a determination no later than July 23, 2020, and will issue a Statement of Reasons by August 7, 2020.
The subject goods are “oil country tubular goods, which are casing, tubing and green tubes made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter of 2 3/8 inches to 13 3/8 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute (API) specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, excluding drill pipe, pup joints, couplings, coupling stock and stainless steel casing, tubing or green tubes containing 10.5 percent or more by weight of chromium, originating in or exported from Chinese Taipei, India, Indonesia, the Philippines, South Korea, Thailand, Turkey, Ukraine and Vietnam.â€
Concrete Reinforcing Bar 2 -Â Notice of Initiation of Normal Value Review
The Canada Border Services Agency (CBSA) initiated a normal value review to update the normal values and export prices applicable to certain concrete reinforcing bar (rebar) exported to Canada from Spain by Nervacero, S.A. (Nervacero).
The normal value review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury issued on May 3, 2017, respecting the dumping of certain concrete reinforcing bar from Belarus, the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), the Hong Kong Special Administrative Region of the People’s Republic of China, Japan, Portugal, and Spain, in accordance with the Special Import Measures Act (SIMA).
Should the exporter decide to participate in this normal value review, it is required to provide a complete and accurate response to the CBSA’s Request for Information (RFI) by April 2, 2020. The exporter will be considered co-operative if the requested information is complete, submitted on time and the exporter permits verification of the data.
If the exporter does not provide a complete response to the RFI by the deadline date, any previous normal values issued to the exporter will be immediately revoked and normal values applicable to subject goods exported by Nervacero will be determined by advancing the export price of the goods by 108.5%, pursuant to a ministerial specification.
