The Canada Border Services Agency (CBSA) has today extended the preliminary phase of the investigations into the alleged injurious dumping and subsidizing of certain upholstered domestic seating from China and Vietnam.
The Special Import Measures Act (SIMA) provides that, under normal circumstances, the preliminary stage of the investigations shall be completed within 90 days of the date of initiation. However, due to the complexity and novelty of the issues presented by the investigations, the period has been extended to 135 days.
Consequently, the decision to issue preliminary determinations or to terminate the investigations with respect to some or all of the goods will be made on or before May 5, 2021.

Refined sugar – Expiry Review determination
Concerning an expiry review determination respecting the dumping of refined sugar originating in or exported from the United States of America, Denmark, the federal republic of Germany, the Netherlands and the United Kingdom and the subsidizing of refined sugar originating in or exported from the European Union.
On March 1, 2021, the Canada Border Services Agency CBSA) determined that the expiry of the orders made by the Canadian International Trade Tribunal (CITT):
- is likely to result in the continuation or resumption of dumping of refined sugar originating in or exported from the United States of America
- is likely to result in the continuation or resumption of dumping of refined sugar originating in or exported from Denmark, Germany, the Netherlands and the United Kingdom and
- is likely to result in the continuation or resumption of subsidizing of refined sugar originating in or exported from the European Union
