Advances under the Beef and Veal Tariff Rate Quota (TRQ)

Message to Industry and to Brokers

In order to ensure an orderly transition between quota years, allocation holders who had an allocation under the previous year’s Beef and Veal TRQ are normally issued advances up to a maximum of 30% of their previous year’s import allocations.

Advances for the 2016 allocation year under the Beef and Veal TRQ will become effective on Tuesday, December 15, 2015 at 2:00 p.m. (Eastern Time).   As of that time, it will be possible to apply for shipment-specific import permits for beef and veal for the 2016 allocation year.

There are currently two options to apply for shipment-specific import permits:

  • Users may apply directly through Global Affairs Canada’s Export Import Controls System (EICS).
  • Users registered with the Canada Border Services Agency (CBSA) may also apply using the Single Window Initiative (SWI).

As a participant in the SWI, Global Affairs Canada encourages its use. However, given the SWI application transmits information from the CBSA to EICS, there may be slight delays in obtaining shipment-specific import permits for beef and veal as compared to using EICS directly.

Given that shipment-specific import permits under the Beef and Veal TRQ are issued on a first-come-first-served basis, and that there is a high demand for the imports under Most Favoured Nation (MFN) Reserve, applicants may find it preferable to use EICS directly when applying for shipment-specific import permits.
